คำว่าTORย่อมาจาก Term of Referece แปลเป็นไทยว่า ข้อกำหนดของผู้ว่าจ้าง ซึ่งจะเป็นรายการละเอียดที่ผู้ว่าจ้างมีความประสงค์จะให้ผู้รับจ้างทำอะไรบ้าง โดยการบอกขอบเขตของงานให้ชัดเจน ระยะเวลาที่ต้องการ คุณสมบัติของผู้รับจ้างที่ผู้ว่าจ้างต้องการให้ทำงานตามขอบเขตดังกล่าว สิ่งที่ผู้ว่าจ้างต้องการให้ดำเนินการ จะมีกี่ขั้นตอนแต่ละขั้นตอนประกอบด้วยอะไรบ้าง ปฎิบัติงานตามสัญญาจะได้อะไร ผิดสัญญาจะถูกปรับอย่างไร ตลอดจนวิธีการดูแลงานของผู้ว่าจ้าง ว่าเขาจะดูแลงานคุณแบบไหน เขาจะมีที่ปรึกษาดูแลแทนหรือไม่ สิ่งต่างๆเหล่านี้ผู้ว่าจ้างจะจัดให้อยู่ในTORทั้งหมด เพื่อประกาศหาผู้รับจ้างตามกรรมวิธีต่อไป ซึ่งผู้ที่อยากจะเป็นผู้รับจ้างได้ศึกษาดูก่อนว่างานตามประกาศเราทำได้หรือไม่ เราถนัดหรือไม่ เรามีคุณสมบัติครบถ้วนหรือไม่ เพื่อเป็นข้อมูลเบื้องต้นสำหรับพิจารณาครับ
